What does Tribe teach about fear holding back?

At Tribe, the teaching on fear holding back ministry starts with an honest look at Gideon. Pastor Brian did not smooth over Gideon's insecurity. Gideon went at night, put out the fleece twice, and kept needing reassurance before he would move. Yet God used him anyway. The point Pastor Brian pressed is that waiting until every fear is resolved before stepping into what you are called to do is putting yourself in a superior position, and the story of Gideon simply does not support that posture.
Pastor Brian also connected fear to the idea of working in the flesh versus working in the Spirit. The circumstances that produce fear, even the ones that have felt most threatening or personal, are not necessarily obstacles to ministry. They can be the very source of it. As Brian says, "Sometimes your ministry comes out of that which has tried to kill you." Gideon's own clan, the people who nearly killed him for tearing down the altar of Baal, became the first group to rally behind him. The thing that threatened him became the proving ground for the people he would eventually lead.
The broader teaching in this series is that occupation and ministry are not the same thing, and confusing them is part of what keeps people stuck. Your fear that your ordinary life disqualifies you from meaningful ministry misreads how God tends to work. Gideon was likely a baker. The enemy camp described the Israelite threat as a tumbling barley loaf. God did not wait for a more impressive starting point, and Pastor Brian's teaching is that He rarely does.
